26/03/08 ‘Use legal cash to fund cemetery bus service’ - MP

FUNDING from a legal agreement should be used to provide a bus service between Skelmersdale and the new West Lancs cemetery

That is the view of Labour MP Rosie Cooper who this week urged the district council to help create a public transport link between the two sites.

It comes after Rosie won her three-year battle to get a new cemetery and graveyard for the people of West Lancashire.

But Rosie is now urging the council to use cash from a legal agreement known as Section 106 to fund a new bus service between Skelmersdale and Burscough.

Rosie said: “Section 106 agreements work by the council ordering companies who undertake large-scale developments to contribute cash towards improving public transport, cycling facilities and so on. It is even enshrined in the district council’s own Replacement Local Plan.

“So what I’m looking for is for West Lancs to either put in place a Section 106 as part of the deal for granting planning permission for Pippin Street, or to use monies from any previous 106 agreements to fund a bus service.

“It’s pretty clear to most people that the greatest demand for a link to the cemetery will be from the Skelmersdale area, given the town’s historically low car ownership rates, so to my mind it makes perfect sense.

“This is a golden opportunity for the council to give the people of West Lancashire both a much-needed cemetery as well as a way of allowing people to access it easily.

“We’ve waited years for a cemetery because of the council dragging its feet, and I hope we won’t see them doing the same over this.

“As far as I’m concerned, the cash would be there so why not use it to give people what they want?”
