At Parliamentary Health questions today (Tuesday 9 February 2016) West Lancashire MP Rosie Cooper demanded that the Health Secretary ensures the ‘Capsticks’ report which investigated the bullying culture at Liverpool Community Health NHS Trust be made publicly available.

MP Rosie called on Jeremy Hunt to honour his commitment to openness and transparency in the NHS. In response the Health Secretary committed to looking into the matter and thanked Rosie Cooper for highlighting the issue of bullying in the NHS, which is on the rise.

Rosie Cooper MP understands the the investigation report produced by law firm, Capsticks, has now been completed.  Liverpool Community Health NHS Trust’s next board meeting is due to take place on Tuesday 23 February 2016.  Rosie Cooper wants to see the Capsticks Report on the agenda for this meeting.

Speaking after Health Questions, MP Rosie Cooper said:

“It has been two years since I first raised the issue of the bullying culture at Liverpool Community Health Trust at Prime Minister’s Questions in the House of Commons.

“The Chief Executive, the HR Director and the Nursing Director along with most of the Non-Executive Director board members have now left the organisation.

“For every patient who received poor quality and inadequate care and for every staff member who suffered the bullying and professional humiliation at the hands of the executives, I want answers, they need answers.

“Whilst the executives and board members may have left the organisation their behaviour, conduct, and failure to protect patients and staff needs to be made public and they need to be held to account for it. The ‘Fit and proper persons’ test needs to be applied to ensure that no other member of staff or patients are bullied or in danger.

“What I will not allow to happen is for this report to disappear into the night because it makes difficult reading for all the people and organisations from the Secretary of State down, who failed to protect patients and staff by not knowing what was going when they should have or by simply failing to act.

“We now await to see if this report is made publicly available at the next board meeting and what it contains.

“There is one certainty, I will not stop until the full extent of the bullying culture and its consequences for patients and staff is publicly known.”
