West Lancashire MP Rosie Cooper has received confirmation from Lancashire County Council about action they have taken to alleviate flooding in the village.   

Following concerns raised by residents of Course Lane about flooding at their property, MP Rosie contacted the Environment Agency, West Lancashire Borough Council and Lancashire County Council as the Local Lead Flood Authority.   

The Environment Agency stated that as the reported flooding was identified as surface water, this was the responsibility of LCC to manage the risk of.   

LCC believed the flooding was being caused by issues with the culverted watercourse running under local properties and gardens, meaning that while LCC have surveyed a section of the watercourse that runs under its highway and found it to be clear and functional, local residents would need to investigate drains on their own property.  

Following further investigations, Lancashire County Council have now issued six separate Section 25 enforcement letters to properties along this section of watercourse, informing them of their responsibilities as riparian owners.

West Lancashire and in particular Newburgh have again experienced severe flooding incidents in recent weeks and I continue to raise residents’ concerns with the flood risk management agencies seeking long term solutions so residents need not experience these again.   

“In dealing with Lancashire County Council on the issue of flooding on Course Lane, they now tell me that as the drain runs under local properties and gardens, local residents are responsible for the maintenance and investigation of drains on their land as ‘riparian owners’.   

“As a result, Lancashire County Council have issued enforcement letters to six properties. LCC tell me the landowners now have 30 days to inform them that they are undertaking the required inspections and maintenance work. A second enforcement letter will be sent if they fail to do this.
